Where can I sign up and pay for entry? I think you can pay day of, but it's more expensive than if you sign up at the drivers meeting in March...

I'm not sure on the stock rules, BUT you must be a Monroe County resident to run stock class, I hope you are aware of that. The other classes are open to anyone.
I think you are reading the wrong section of the rules for stock, these are the two rules for stock class bumpers. It says nothing about making brackets...
BUMPERS ALL JUDGES DECISIONS ARE FINAL
1. You may weld on a steel bumper, no welding further than 4 inches from the back of bumper, single pass only.
2. Shocks may be collapsed and welded, single pass only or you may chain, one piece of chain per side BOLTED from the mount to mount to hold on the bumper.
